MG Midget and Sprite Technical - headlamp rim rubber

The headlamp without rubber rusted less than the one witch was protected with a rubber between rim and mounting ring. I am confused. Is that rubber accelerating rust? Keeps it the moisture inside? Is this incidental or will I remove the rubber?
