MG MGB Technical - Steering wheel finish

The original steering wheel on my 1974 MGB has small rust spots on the silver spokes.. I have tried to polish the spots off with no result. Any ideas how to fix this or what color paint will work. Also the bowl cover behind the wheel is scraped up. It looks black, but it is not pure black. Anybody know what the original color is? Thanks, George

Fine emery or wire wool used longitudinally. Not easy to get a good finish right up to the edge of the rim covering but it's better than going horizontally.

Can't speak for an American 74 but my UK 73 cowl probably did start out as satin black plastic but has been bleached to a grey colour, as seen in the attached (ignore the arrow), compared to the wheel base repainted in satin black. I can imagine Florida cars changing colour even more. The 75 V8 (GT) is different being textured and still completely black.
